Britain and France to Deploy Troops to the Country if a Peace Deal is Finalized

The UK and France have formalized a statement of purpose concerning the positioning of military forces in Ukraine should a peace agreement be struck with Moscow, the British leader, Starmer, has declared.

After negotiations with allied nations in the French capital, he noted that the two nations would "create defense centers across Ukraine and construct secure facilities for military hardware and defense matériel" to deter any potential incursion.

The partner countries also suggested that the United States would play the primary role in verifying a ceasefire.

The Kremlin has repeatedly stated that any foreign troops in Ukraine would be considered a "acceptable aim", but has so far not issued a statement on this recent declaration.

Background and Continuing Conflict

Russian President Vladimir Putin launched a major offensive of Ukraine in February 2022, and Russian forces at this time controls approximately 20% of Ukraine's sovereign soil.

"This represents an essential component of our pledge to be alongside Ukraine for the foreseeable future," commented the British leader.

Heads of state and top officials from the "Coalition of the Willing" participated in the Paris negotiations.

Addressing reporters at a joint press conference, he further said: "It paves the way for the juridical structure under which British, French, and partner forces could operate on the ground in Ukraine, protecting Ukraine's skies and seas, and restoring Ukraine's defense capabilities for the years ahead."

The British leader went on to say that Britain would take part in any American-headed verification of a prospective truce.

Protection Pledges and Negotiation Stances

Lead American diplomat Steve Witkoff remarked that "lasting defense assurances and strong reconstruction vows are critical to a enduring ceasefire" in Ukraine – referring to a major requirement made by Ukraine.

He said the coalition had "largely finished" their work on agreeing such assurances "in order that the Ukrainian people know that when this conflict ends, it ends for good."

Donald Trump's son-in-law, ex-President Donald Trump's special envoy, also was involved in the discussions.

Separately, French President Emmanuel Macron declared that Ukraine's allies had made "significant advances" at the meeting.

He noted that "strong" security guarantees for Kyiv had been reached in the event of a possible ceasefire.

Ukraine's leader Volodymyr Zelensky commented that a "significant development" had been made in the talks, but qualified that he would only consider efforts to be "sufficient" if they culminated in the conclusion of the war.

Recently, Zelensky said a peace agreement was "mostly finalized". Agreeing on the remaining 10% would "shape the outcome of the peace, the destiny of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and security guarantees have been at the forefront of key disagreements for the parties involved.
  • The Russian President has often said that Ukrainian troops must retreat from all of Ukraine's eastern Donbas or Russia will take control, refusing any concession over how to end the war.
  • Zelensky has thus far rejected surrendering any territory, but has suggested that Ukraine could pull back its troops to an agreed point – but only if Russia does the same.

Russia presently holds about 75% of the Donetsk region and some 99% of the adjacent Luhansk region. The areas form the area of the Donbas.

The initial US-led multi-point proposal that was extensively reported to the media last year was seen by Kyiv and its EU supporters as being heavily skewed in Moscow's favor.
